Tom Barker
Tom Barker is a project lead at Cybermoor Services, delivering community‑focused innovation across smart energy, EV infrastructure and rural mobility. He specialises in bringing together Vehicle‑to‑Everything (V2X), battery storage and digital connectivity to help rural communities unlock energy resilience, lower costs, and move towards virtual‑power‑plant capability.
Drawing on hands‑on experience deploying bidirectional charging, smart EV infrastructure and 5G‑enabled systems across northern England, Tom works at the intersection of technology, behaviour change and place‑based energy transition. His projects demonstrate how rural and small‑town communities can lead the shift to cleaner, smarter transport and home energy systems.
Tom also brings an academic grounding to his work. He completed a Master of Science by Research at Lancaster University on charging behaviour and the barriers facing new EV adopters, exploring confusion around charging, low awareness of chargepoint operators, and the behavioural factors that shape EV uptake. This research gives him a unique perspective on how people actually engage with emerging technologies — and what it takes to build trust, clarity and adoption at scale.
